Peters earned his Master&#8217;s in Natural Resources online with Oregon State.<\/p><\/div>\n<h2><span style=\"font-weight: 400;\">The chapter, authored by Marleigh Perez and Eddie Rodriguez, describes key learnings for supporting Indigenous students in an online learning environment.<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">When asked about the history that preceded Oregon State University\u2019s successful <\/span><a href=\"https:\/\/ecampus.oregonstate.edu\/online-degrees\/tribal-communities\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">online Tribal Communities Initiative<\/span><\/a><span style=\"font-weight: 400;\">, Marleigh Perez, senior director of student success at OSU Ecampus, is blunt.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHistorically, time and time again, OSU did not follow through on our commitments with the tribes,\u201d Perez says. \u201cAnd so, I think as an institution, we had a reputation that we were hard to trust.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Perez was part of a team, led by <\/span><a href=\"https:\/\/www.fororegonstate.org\/stay-informed\/impact-stories\/detail\/7-questions-allison-davis-white-eyes\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Dr. Allison Davis-White Eyes<\/span><\/a><span style=\"font-weight: 400;\"> and Oregon State\u2019s <\/span><a href=\"https:\/\/diversity.oregonstate.edu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Office of Institutional Diversity<\/span><\/a><span style=\"font-weight: 400;\">, that wanted to change that. Together, the group created a sustainable initiative that would better serve Native and Indigenous students in Oregon and beyond \u2014\u00a0through affordable access to a high-quality online education.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since launching the online tribal communities initiative in 2019, OSU Ecampus has seen <\/span><b>a 32% growth<\/b><span style=\"font-weight: 400;\"> in enrollment of Native and Indigenous-identifying students at all levels (non-degree, undergraduate, post-baccalaureate and graduate). In 2021, <strong>over 1,200 prospective students<\/strong> identified themselves as Tribal affiliated on their request for information form.\u00a0<\/span><\/p>\n<p>So, what\u2019s made the initiative successful?<\/p>\n<p><span style=\"font-weight: 400;\">Perez and her Oregon State colleague Eddie Rodriguez, the Ecampus student engagement program manager, recently documented some of the initiative\u2019s key learnings and successes for a chapter in a newly published book titled \u201c<\/span><a href=\"https:\/\/www.routledge.com\/Race-and-Rurality-Considerations-for-Advancing-Higher-Education-Equity\/Hallmark-Ardoin-Means\/p\/book\/9781032581613\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Race and Rurality: Considerations for Advancing Equity in Higher Education<\/span><\/a><span style=\"font-weight: 400;\">.\u201d<\/span><\/p>\n<div id=\"attachment_2432\" class=\"wp-caption wp-caption-212 alignright\" style=\"width: 212px\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-2432\" src=\"https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/RaceandRuralityBook.jpg?resize=212%2C320&#038;ssl=1\" alt=\"Cover of the book &quot;Race and Rurality: Considerations for Advancing Higher Education Equity&quot;\" width=\"212\" height=\"320\" srcset=\"https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/RaceandRuralityBook.jpg?resize=212%2C320&amp;ssl=1 212w, https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/RaceandRuralityBook.jpg?resize=635%2C960&amp;ssl=1 635w, https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/RaceandRuralityBook.jpg?w=661&amp;ssl=1 661w\" sizes=\"auto, (max-width: 212px) 100vw, 212px\" \/><p class=\"wp-caption-text\">Read the chapter written by OSU Ecampus senior director of student success Marleigh Perez, Ed.D., and student engagement program manager Eddie Rodriguez, MA, in the new book <a href=\"https:\/\/www.routledge.com\/Race-and-Rurality-Considerations-for-Advancing-Higher-Education-Equity\/Hallmark-Ardoin-Means\/p\/book\/9781032581613\" target=\"_blank\" rel=\"noopener\">&#8220;Race and Rurality: Considerations for Advancing Higher Education Equity&#8221;<\/a><\/p><\/div>\n<p><span style=\"font-weight: 400;\">The book, which was released Nov. 2, features writing from experts all over the United States and offers insights into how higher education institutions and practitioners can better support rural communities of all different backgrounds \u2014\u00a0challenging the myth that rural America is predominantly white.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Read on for highlights of what Perez and Rodriguez shared in their chapter.<\/span><\/p>\n<h2>Key lessons learned<\/h2>\n<h3>Relationships are everything<\/h3>\n<p><span style=\"font-weight: 400;\">The online tribal communities initiative was created in partnership with leaders from Oregon\u2019s nine federally recognized tribes, OSU leaders and community organizations\u00a0 \u2014\u00a0all of which improved the overall experience of Native and Indigenous students. <\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">From the very beginning stages, Davis-White Eyes sought feedback from Oregon tribal community members on how the initiative should be shaped.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cShe took it to the tribes and said, \u2018What&#8217;s important to you all?\u201d explains Perez. \u201cWhat do your students need? What&#8217;s important if they want to learn online at OSU?\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tribal community members emphasized the importance of having culturally responsive staff to serve Native students and requested that Native students have a single point of contact that they could connect with throughout their entire online learning experience through OSU Ecampus. This remains a feature of the initiative, with Rodriguez currently serving in this role.<\/span><\/p>\n<h3>Be respectful in marketing to tribal communities<\/h3>\n<p><span style=\"font-weight: 400;\">For the initiative to have an impact, it was critical to build awareness of Oregon State\u2019s online education opportunities among tribal communities. But it\u2019s really important for that marketing to be culturally appropriate and reflect the communities it speaks to. In their chapter, Perez and Rodriguez write:\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMarketing efforts within higher education have historically misrepresented our diverse community of learners, especially those students who come from historically marginalized groups (Pippert et al., 2013). However, if done appropriately, marketing can serve as one medium to center the student voice and advance justice alongside our diverse learners.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ecampus applies a diversity, equity and inclusion lens for all marketing strategies and tactics, and that includes the promotion of the tribal communities initiative. This involved developing stories from Native and Indigenous people in a manner that honored their voices and working directly with the tribes&#8217; own communication mediums to build awareness of Ecampus.<\/span><\/p>\n<div id=\"attachment_2434\" class=\"wp-caption wp-caption-251 alignleft\" style=\"width: 251px\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-2434 size-full\" src=\"https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/marleigh-perez-251x320-1.jpg?resize=251%2C320&#038;ssl=1\" alt=\"marleigh perez\" width=\"251\" height=\"320\" \/><p class=\"wp-caption-text\">Marleigh Perez, Ed.D., is the senior director of student success at Ecampus.<\/p><\/div>\n<h3>Foster engagement and belonging<\/h3>\n<p><span style=\"font-weight: 400;\">The initiative is designed to have a continuous feedback loop between OSU and Oregon\u2019s tribal communities, and that continued relationship has been an important part of shaping the way forward.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhen we did our first report back to the tribes, they were excited,\u201d says Perez. \u201cThey loved the marketing materials and seeing enrollment numbers and that we honored their request to have a single point of contact. But their biggest question back to us was,\u00a0\u2019What are your current students telling you that they need?<\/span><i><span style=\"font-weight: 400;\">\u201d<\/span><\/i><\/p>\n<p><a href=\"https:\/\/ecampus.oregonstate.edu\/online-degrees\/tribal-communities\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rodriguez<\/span><\/a><span style=\"font-weight: 400;\"> currently serves as the main point of contact for all Native and Indigenous students who learn online through Ecampus. True to the original vision of the initiative, he offers one-on-one advising and support, but he also works behind the scenes \u2014\u00a0 soliciting student feedback about their online learning experience and advocating for partnerships that will create a greater sense of belonging.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More opportunities for connection and belonging are one of the main things current online Native and Indigenous students want, Rodriguez says. While he continues to seek more solutions moving forward, there has also been progress.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCOVID obviously wasn\u2019t a good thing, but the advantage of that was there was so much momentum around everything going online,\u201d says Rodriguez. \u201cWe were able to present more virtual events and opportunities for engagement through collaborations with <\/span><a href=\"https:\/\/dce.oregonstate.edu\/inahaws\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Kaku-Ixt Mana Ina Haws<\/span><\/a><span style=\"font-weight: 400;\">,\u201d the cultural resource center for OSU\u2019s Indigenous community.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The introduction of an <\/span><a href=\"https:\/\/liberalarts.oregonstate.edu\/slcs\/is\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">online indigenous studies minor<\/span><\/a><span style=\"font-weight: 400;\"> also opened up a lot of meaningful opportunities for connection.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cStudents were really excited about those course offerings,\u201d says Rodriguez. \u201cThere\u2019s some traditional knowledge that\u2019s shared in that curriculum that they have been able to apply to their own studies and also bring back to their tribes.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rodriguez is also a committee member of a new <\/span><a href=\"https:\/\/leadership.oregonstate.edu\/pcia\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">President\u2019s Commission on Indigenous Affairs<\/span><\/a><span style=\"font-weight: 400;\">, which launched in the summer of 2022, to provide a central infrastructure for all of the work the university is doing to serve tribal communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s an effort to create more synergy amongst everyone,\u201d says Rodriguez.\u00a0 \u201cAnd through that commission, I\u2019m finding my way into these different spaces at Oregon State to connect and partner for the benefit of online students.\u201d<\/span><\/p>\n<div id=\"attachment_2435\" class=\"wp-caption wp-caption-251 alignright\" style=\"width: 251px\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-2435 size-full\" src=\"https:\/\/i0.wp.com\/ecampus.oregonstate.edu\/news\/assets\/eddie-rodriguez-251x320-1.jpg?resize=251%2C320&#038;ssl=1\" alt=\"Eddie Rodriguez\" width=\"251\" height=\"320\" \/><p class=\"wp-caption-text\">Eddie Rodriguez, M.A., is the Ecampus student engagement program manager and serves as the main point of contact for OSU&#8217;s Native and Indigenous online students.<\/p><\/div>\n<h2>Looking forward<\/h2>\n<p><span style=\"font-weight: 400;\">Oregon State University continues to prioritize meaningful reconciliation and support of tribal communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2022, <\/span><a href=\"https:\/\/registrar.oregonstate.edu\/student-emails\/osu-allow-state-tuition-enrolled-members-all-federally-recognized-indian-tribes\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">OSU announced<\/span><\/a><span style=\"font-weight: 400;\"> that any enrolled member of a federally recognized tribal nation is eligible for in-state tuition when attending Oregon State. OSU Ecampus also worked to ensure that all of its programs were eligible under the recent <\/span><a href=\"https:\/\/www.oregonlive.com\/education\/2022\/06\/state-will-pay-full-cost-of-college-for-oregon-tribal-members-going-to-school-in-state-next-year.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Oregon legislature that granted free college tuition<\/span><\/a><span style=\"font-weight: 400;\"> to members of Oregon\u2019s nine federally recognized tribes for the 2022-23 school year.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe\u2019re hoping that continues to get funded through the legislature and that online students can take advantage of that,\u201d says Perez. \u201cBut any growth moving forward is really focused on community building.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Perez and Rodriguez, relationship building \u2014\u00a0showing up, following through, and continuing to engage and learn from the tribes \u2014\u00a0is critical to the ongoing success of this Ecampus initiative and the continued support of Native and Indigenous students.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOur goal is not to dominate the conversation, but to be active listeners and allies,\u201d says Perez. \u201cThis initiative couldn\u2019t be successful without the work of many, and the valuable input from Native and Indigenous online students and their communities.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For other higher education institutions that want to develop initiatives in support of tribal communities, Perez and Rodriguez stress that to begin, it\u2019s important to understand and acknowledge your institution\u2019s history as part of the work.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cA key lesson in the development of our initiative was that we must acknowledge our past histories,\u201d Perez and Rodriguez conclude in their chapter.\u00a0 \u201cAcknowledging our history allows us to create an authentic student experience by addressing past mistakes and failures.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To learn more about how colleges and universities can more effectively welcome rural students and communities of color, check out the book \u201c<\/span><a href=\"https:\/\/www.routledge.com\/Race-and-Rurality-Considerations-for-Advancing-Higher-Education-Equity\/Hallmark-Ardoin-Means\/p\/book\/9781032581613\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Race and Rurality: Considerations for Advancing Equity in Higher Education<\/span><\/a><span style=\"font-weight: 400;\">,\u201d which was published in Nov. 2023 and is available through the publisher\u2019s website.<\/span><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p><span style=\"font-weight: 400;\">Oregon State University in Corvallis, Oregon, is located within the traditional homelands of the Marys River or Ampinefu Band of Kalapuya. Following the Willamette Valley Treaty of 1855, Kalapuya people were forcibly removed to reservations in Western Oregon.
