Dr. Garner is the Executive Director of The Center for Educational Partnerships at Old Dominion University in Norfolk, VA. Originally from the United Kingdom, Dr. Garner completed her Bachelors and Master&#8217;s degrees in Psychology at the University of Surrey before earning her doctorate in Educational Psychology at The Pennsylvania State University.
