Program Overview
State of Oregon Requirements for the CTL
Beginning January 15, 1999, the Oregon Teacher Standards and Practices Commission's (TSPC) requirements for licensure for all K-12 educators changed. The changes were made to align requirements for teacher licensure with K-12 school reforms and make teacher preparation programs more standards-based. Two stages of licensure were created: all teachers would first earn an Initial Teaching License (ITL), and would then be required to earn a Continuing Teaching License (CTL) no later than the end of the sixth year of teaching in Oregon.
In July of 2004, the requirements were changed again. The Continuing Teaching License is now optional. The Initial Teaching License may be renewed permanently as long as the teacher meets certain requirements.
Eligibility
To be eligible for the Continuing Teaching License, an applicant must:

Meet or complete all requirements of the Initial Teaching License

Hold a bachelor's degree and a master's degree (or equivalent) or higher

Have taught five years (at half time or more)
- Demonstrate minimum competencies in accordance with Oregon Administrative Rule 584-060-0041 by completing one of the following:
a. An approved university Continuing Teaching License program, which includes a minimum of nine credit hours of advanced coursework beyond the Initial Teaching License and evidence through a portfolio that a teacher has mastered the ten advanced proficiencies established by TSPC; or
b. A doctorate degree in education; or
c. Certification by the National Boards of Professional Teaching Standards; or
d. A TSPC-approved school district program; or
e. A TSPC-approved professional assessment.
CTL Programs in the College of Education at OSU
The teacher licensure programs at Oregon State University are administered by the individual departments.The College of Education offers Continuing Teaching License programs in Elementary Education, Language Arts Education, Foreign Language Education, Family and Consumer Sciences Education and Professional/Technical Education.
Completing Advanced Coursework - Online
In order to better serve working teachers, the College of Education delivers some of the advanced coursework for the Oregon CTL online. You take courses using your own computer, in your own home, on your own time. Check out the Course Schedule for information about the current term offerings.
Demonstrating Advanced Proficiency in Standards - On-site
The Advanced Teaching Portfolio required by TSPC for the Continuing Teaching License is developed during a series of five one-credit seminars offered on campus. Participants must be teaching at least .5 FTE during the year in which they develop the portfolio. The seminars meet two Saturdays per term for five consecutive terms, and begin each summer. They are facilitated by experienced teacher educators who provide instruction and feedback on the portfolio in progress. You will work in a cohort setting, receiving and providing support with other CTL candidates. The next cohorts begin summer term 2007.
