Licensure Disclosure: School Counselor and Clinical Mental Health Counselor
Oregon State University is institutionally accredited by the Northwest Commission on College and Universities (NWCCU) and recognized by the U.S. Department of Education as a Title IV approved institution. The OSU Master of Counseling (M.Coun.) program offers focused tracks in the areas of School Counselor or Clinical Mental Health Counselor.
In compliance with U.S. Department of Education and the Oregon Higher Education Coordinating Commission (HECC) for participation in the National Council-State Authorization Reciprocity Agreement (NC-SARA), Oregon State University provides information regarding professional licensure for School Counselors and Clinical Mental Health Counselors within the various U.S. states/territories.
To ensure student success, if the intent is to secure the initial counseling licensure outside the state of Oregon, then before beginning the program it's recommended that formal confirmation be obtained from the appropriate licensing agency within the state(s)/territory(s) to which licensure is intended to confirm whether an OSU M.Coun meets the educational requirements for licensure. Simply stated, not all states recognize educational programs from other states in the same manner, especially when licensure has not been previously obtained from another state/territory. Once confirmed, state licensure requirements should be checked regularly throughout the program to ensure ongoing eligibility. To help facilitate this, direct links to licensing agencies have been provided wherever possible.

School Counselor
Alabama
School Counselor
- (Option 1) Hold a valid Alabama Professional Educator or Professional Leadership Certificate, may speak with the certification officer at an Alabama college or university about completing a School Counseling State-approved program; OR
- (Option 2) The Provisional Certificate in School Counseling approach is a two-year alternative that requires certain degree/certificate prerequisites are met and involves the completion of testing and on the job training. These certificates must be requested by an employing Alabama county/city superintendent or eligible nonpublic/private school administrator. An individual should contact the school system or eligible nonpublic/private school in which employment is desired for information concerning eligibility requirements; OR
- (Option 3) Master's degree or higher in school counseling from an accredited college or university that also an approved program by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) may meet requirements for Alabama certification in school counseling. (While OSU's program is CACREP certified, it may meet only a portion of Alabama's requirements; therefore, consult with the state regulations and/or governing board directly for confirmation on acceptance).; OR
- (Option 4) Hold a valid School Counseling National Board for Professional Teaching Standards (NBPTS) Certificate may meet the requirements for Alabama certification in school counseling; OR
- (Option 5) Hold a valid professional educator certificate issued by another state, the District of Columbia, a United States Territory, or the Department of Defense Education Activity (DoDEA) may wish to apply for Alabama certification through Certificate Reciprocity. Additionally, other ancillary requirements (e.g. background clearance, testing, etc.) must be met.

Alaska
School Counselor
- Bachelor’s degree or higher from an accredited institution of higher education within the subject areas of option 1 or 2 below;
- (Option 1) Completion of a teacher education program, or an alternate teacher preparation program accepted by the board or the commissioner with an endorsement in school counseling; OR

Arkansas

California
School Counselor
Educational Requirements (for in-state prepared)
Special 'Out-of-State Prepared' requirements:
- Bachelor’s degree or higher, except in professional education, from an accredited institution of higher education; AND
- Complete a professional preparation program of post Baccalaureate degree study consisting of a minimum of 30 semester (45 quarter) hours specializing in school counseling, including a supervised field experience with school-age children. Programs accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) meet this requirement.

Colorado
School Counselor
Educational Requirements (option 1)
- Master’s degree or higher in school counseling and guidance from an accredited institution of higher education; AND
- Minimum of 100 clock-hour practicum; AND
- Minimum of 600 clock-hour internship, with multiple grade levels of students under the supervision of a licensed school counselor. Connecticut
School Counselor
- Master's degree or higher in a program specific to school counseling from an accredited institution of higher education; AND
- A minimum of 30 semester (45 quarter) hours of graduate credit in specific content areas. (OSU's program may meet only a portion of the required areas; therefore, consult with the state regulations and/or governing board directly for confirmation on acceptance); AND
- Evidence of a progression of supervised laboratory and practicum experiences in school counseling (OSU's program may meet only a portion of the required areas; therefore, consult with the state regulations and/or governing board directly for confirmation on acceptance); AND

Kentucky
School Counselor
The EPSB's Division of Certification or Division of Educator Preparation cannot "pre-approve" the use of an out-of-state online program for use by Kentucky's educators. Kentucky citizens are advised that out-of-state online programs are regulated by the Council on Postsecondary Education (CPE). Consult CPE's web site about CPE's licensure requirements. No online programs located outside of Kentucky are currently accredited to offer education programs in Kentucky.
The Council on Postsecondary Education (CPE) has the authority to license online programs originating from outside the state, but operating in Kentucky pursuant to KRS 164.947 (scroll to sub-section 947). A college must have a license from CPE to operate in Kentucky.
However, while OSU's program is approved by the National Council for Accreditation of Educator Preparation (NCATE) it is not formally approved by Kentucky's CPE. Therefore, since it is NCATE and institutionally accredited, Kentucky's EPSB can review the licensure application the same way it would review any other for a rank change and certification.

Louisiana

- (Option 2) Master’s degree or higher in school guidance or counseling from an accredited institution of higher education in a program approved using State approved standards (under COMAR 13A.07.06.01); and two years of satisfactory performance as a teacher or counselor or 500 clock hours in a supervised practicum in school guidance and counseling; OR

Missouri guidelines when obtaining a student services degree outside the state:
"An applicant who completed a student services degree program in another state and possesses a valid professional Student Services certificate in that state may be granted a Missouri certificate in an area most closely aligned to the certification if Missouri issues such certificate. If an educator is completing or has completed a student services program in another state (either on campus or online), it would be beneficial to obtain that state's certificate whether one plans to reside in that state or not. In most cases, a Missouri certificate is issued with no further coursework or test requirements."

The OSU - Master's in Counseling degree includes all of the above criteria. Upon completion, individuals will have met the qualifications necessary to apply for state 'preliminary school counselor' licensure in Oregon.
